Are the purchasing vs procurement & logistic is same meaning?

we just want to setup a purchasing department in our company.Existing already have procurement & logistic department but the manager handle the purchasing on product only. now, we going to setup a purchasing department which who are handle all purchasing in company except product such as air ticket, printing, transport, stationery, hotel and etc.. what is the position should i give to this new department manager? It's have a title conflict between purchasing manager and procurement & logistic manager. how about our company organisation chart? thks a lot of ur kindness advise
