You have misdefined conformity. Conformity means to go along with the majority opinion, in action, if not in actual belief. What you have described is OBEDIENCE which concerns obeying rules and regulations. As such, I don't believe obedience should be the MAIN aim of schools, as the primary aim should be education; however, attempts to educate in the absence of any considerations of obedience would be futile.
